[Grace-core] Spec 0.099 version - candidate 1.0 release.

Hi all

so I'm trying to draw a line under the stuff we mostly agree with now - and call it 1.0.

that way, when we change things, at least we'll know, and be better able to track it.

here's candidate 1.0 and  (rough) latexdiff.
