I’m pretty sure no-one is sure what “rules” minigrace uses,
which is why we’re trying to nail this down.

Yes, the proposed design - or the design we agreed on the teleconference - 
is that spaces surround “<“ used as operators but not generic brackets. 
That’s the point. 

We are due to talk about dotted classes next week
and then generic syntax after that.
